Fintech licensing in the UAE: DIFC, ADGM or mainland
If your product touches payments, lending, investment or insurance, the question is not which free zone is cheapest — it is which regulator you will answer to. DIFC firms are authorised by the DFSA; ADGM firms by the FSRA. Both are independent, common-law based, and run their own sandbox route for early-stage firms: the DFSA’s Innovation Testing Licence and the FSRA’s RegLab. They have different rulebooks, fee schedules and supervisory cultures, and the choice is usually made on fit with your specific activity rather than on headline cost.

DIFC or ADGM for a fintech?
Both are common-law financial free zones with their own regulator — DFSA in DIFC, FSRA in ADGM. ADGM has been active in digital-asset regulation since 2018 and runs the RegLab sandbox; DIFC has a large base of institutional finance and venture investors and runs the Innovation Testing Licence. The right answer depends on your specific regulated activity and which rulebook fits it, so take regulatory advice rather than a package price.
Can I start unregulated and add the licence later?
Sometimes, and it is a common sequencing question, but it depends on exactly what your product does at launch. Building the non-regulated parts under a commercial licence while preparing an authorisation application is a recognised path; operating a regulated activity without authorisation is not. Get the boundary confirmed in writing before you launch, not after.
